7: PB 21196 (June 28, 1979). This surcharge was in addition to the applicable postage and fees and applied to the above mail matter if it was:                             

and length to height aspect ratio did not fall between 1:1.3 and 1:2.5, inclusive. The aspect ratio is the length of the piece divided by its height. The surcharge does not apply to first-class matter greater than 1 ounce or single-piece third-class matter greater than 2 oz, even if outside these size limits. Keys and identification items were/are exempt from the nonstandard surcharge. This single-piece limit for the nonstandard surcharge for third-class matter became 1 oz on March 22, 1981.

when third-class bulk returned at single-piece rate. Does hold, however for single-piece rate third-class mail

Page 233: Table 1: Column 1 should be dated July 1, 1875 (1875 GPU Convention of Paris). The international registration fee became 8¢ on Jan. 1, 1893. It became 10¢ on Nov. 1, 1909 (PB 9009 (Sept. 16, 1909)).

Page 236: Table 3: Column 1 should be dated July 1, 1875 (1875 GPU Convention of Paris). In the United States, an international return receipt beginning that date was free. The return receipt requested after mailing service did indeed begin on Jan. 1, 1899, but in the US this service was initially free. Effective April 15, 1925 (PB 13745 (Apr. 10, 1925)), the international return receipt fee became 5¢. Effective Dec. 1, 1925, as correctly given in Table 3, the return receipt requested after mailing fee became 10¢.
